- NSDC was set up in 2008 as a public-private partnership under MSDE; it builds and supports the skilling network rather than running most classrooms itself.
- Sector Skill Councils define job roles (Qualification Packs) and arrange assessments; always ask for the exact job role name and code.
- A genuine NSDC-linked certificate comes after an independent assessment and can be verified online, usually via SIDH or DigiLocker.
- Ask in writing whether a batch is scheme-funded or fee-paid, and make sure your enrolment shows in your own SIDH profile.
Many institutes print "NSDC" on their banners, brochures and certificates. Students and parents often read it as "this is a government course" or "this certificate is guaranteed". Neither is automatically true. NSDC is an important part of India's skilling system, but it works through a network of partners, councils and schemes. Once you understand that network, you can tell a genuine, verifiable NSDC-linked course from a poster that just borrows the logo.
This guide explains what the National Skill Development Corporation actually does, how training partners and Sector Skill Councils fit in, what an NSDC-linked certificate really means, and the exact checks to run before you pay fees or hand over your Aadhaar details.

What NSDC is, in plain words
According to its official website, the National Skill Development Corporation was established in 2008 as a Public-Private Partnership and works under the aegis of the Ministry of Skill Development and Entrepreneurship (MSDE). Its job is to strengthen India's skilling ecosystem by connecting learners, training providers, industry and government.
The key word is ecosystem. NSDC does not run most classrooms itself. Instead it:
- helps build and fund the network of training partners that run courses;
- supported the creation of Sector Skill Councils (SSCs), which define job roles and arrange assessments;
- helps implement major government schemes such as PMKVY on behalf of MSDE;
- runs its own initiatives, including NSDC Academy (online and industry-linked programmes) and NSDC International (overseas job readiness and mobility).
So when an institute says "NSDC course", the useful follow-up question is: in what way is it linked to NSDC? Is it a government-funded scheme batch, a fee-paid course from an affiliated training partner, or just a course that uses an SSC curriculum? Each answer means something different for cost, certificate and verification.
How the skilling system fits together
NSDC sits among several bodies. Knowing who does what saves you from confusion later.
| Body | Role | What it means for a student |
|---|---|---|
| MSDE | The ministry responsible for skill development policy and schemes | Announces schemes such as PMKVY and apprenticeship programmes |
| NSDC | Public-private partnership that builds the training and certification network and implements schemes | Connects you to training partners, schemes and digital platforms |
| Sector Skill Councils | Industry-led bodies for sectors such as IT, apparel, beauty, retail, automotive and healthcare | Define the job role you train for and arrange your assessment |
| Training partners and centres | Organisations that actually run classes | Where you attend, practise and get mobilised for assessment |
| NCVET | The national regulator for vocational education and training | Approves qualifications and regulates awarding and assessment bodies |
| Skill India Digital Hub (SIDH) | The government's digital skilling platform | Your learner profile, enrolments and digital certificates live here |

Sector Skill Councils: the part most students never hear about
A Sector Skill Council represents employers in one industry. NSDC's website currently lists 36 SSCs. Each SSC works with companies to decide what a worker in a particular job must be able to do. That definition becomes a Qualification Pack (QP), made up of several National Occupational Standards (NOS).
What a Qualification Pack looks like
Take a job role such as a sewing machine operator. The QP will list, in plain task language, things like: prepare the machine, follow the work order, stitch to the required quality, keep the work area safe, and communicate with the supervisor. Each task has performance criteria โ specific things an assessor will watch you do.
This matters to you in three ways:
- Your course content should follow the QP. Ask the centre for the job role name and QP code, then compare the syllabus with it.
- Your assessment checks the performance criteria, mostly through practical tasks, not just a written paper.
- Your certificate names the job role, so employers in that sector know exactly what you were tested on.
Institutes often market a course with a catchy name ("Advanced Fashion Designing Diploma"). Under the SSC system, what counts is the official job role and its level. If the centre cannot tell you the exact job role name and code, the course is probably not an SSC-aligned programme.
Training partners and centres
NSDC works with organisations called training partners. A training partner may run one centre or many. Centres are typically accredited and affiliated for specific job roles, which means a centre approved for beauty job roles is not automatically approved for electrical or IT job roles.
Training partners usually run two kinds of batches:
| Scheme-funded batch (for example, PMKVY) | Fee-based batch | |
|---|---|---|
| Who pays | The scheme pays the training cost for eligible candidates | You pay the course fee |
| Where enrolment shows | In your profile on the official portal (SIDH) | Depends on the course; ask whether it is recorded on SIDH |
| Assessment | By an approved assessment agency under the SSC | May be SSC assessment (often with an assessment fee) or the institute's own exam |
| Certificate | Digital certificate linked to the scheme and job role | Varies โ SSC certificate only if the SSC assessment is done |
Both can be genuine. The problem starts when a fee-based course is described as a "free government scheme", or when a scheme batch charges money that the scheme is meant to cover. Get the answer in writing.
What an NSDC-linked certificate really means
Under schemes like PMKVY, NSDC's scheme page explains that candidates are assessed by authorised Sector Skill Councils and receive certification on passing, with digital certificates integrated with Skill India Digital. In practice, a genuine certificate in this system has these features:
- It names a specific job role (not a vague course title).
- It is issued after an independent assessment, not just after attendance.
- It carries the awarding body โ usually the SSC โ and the relevant logos for that scheme or programme.
- It can be verified online, typically through your SIDH profile, a QR code, or DigiLocker.
What it does not mean
- It is not a government job offer or a guarantee of employment.
- It is not a degree or diploma equivalent unless the specific qualification says so.
- It does not make the institute itself a "government institute".

Schemes and initiatives connected to NSDC
NSDC's official site currently lists these under schemes and initiatives. Each has its own rules; follow the link from NSDC's site or the relevant ministry portal for details.
| Name | What it is for | Who should look at it |
|---|---|---|
| PMKVY | Short-term skill training, Recognition of Prior Learning and special projects | Youth wanting a job role certificate; workers with informal skills |
| PM-NAPS | Apprenticeship โ learning on the job in a real workplace | Those who want paid, on-the-job training |
| PM Vishwakarma | Support for traditional artisans and craftspeople | People already working in listed traditional trades |
| Skill India International Centres | Preparation for overseas jobs and mobility | Skilled workers considering work abroad |
| NEED | Entrepreneurship support and mentoring | Those planning to start a small business |
If you are new to this, start with the student-focused PMKVY guide and the NAPS apprenticeship guide.
Your learner profile on Skill India Digital Hub
NSDC's own timeline describes a shift from older portals to the Skill India Digital Hub and the convergence of several public skilling schemes on that platform. For you, this means one thing: your SIDH profile is your record. Enrolments, assessments and certificates for many schemes are linked to it.
- Register on skillindiadigital.gov.in using your own mobile number and email.
- Complete the profile and eKYC steps the portal asks for.
- Before training begins, check that your enrolment appears in your profile with the correct job role and centre.
- After assessment, check your result and download the certificate from the portal or DigiLocker.
Step-by-step screens are covered in our SIDH guide.
If a centre registers you with a staff member's mobile number, you lose control of your profile, OTPs and certificate. Insist on your own number, and keep your password private.
Checking a centre that says "NSDC" before you join
Use this checklist on your first visit. It takes about 20 minutes and can save months.
- Ask: "Is this batch under a government scheme or is it a fee-paid course?" Write down the answer and the name of the person who gave it.
- Ask for the exact job role name, QP code and Sector Skill Council.
- Search for the centre and job role on the Skill India Digital Hub for your district.
- Ask who conducts the assessment and whether there is any assessment fee.
- Ask how the certificate can be verified โ portal, QR code or DigiLocker.
- Look at the lab or workshop. A sewing course needs working machines; a computer course needs working computers, one per learner or close to it during practicals.
- Ask for a written fee receipt for any payment, with the purpose of the payment printed on it.
Red flags
| What you hear | Why it is a problem |
|---|---|
| "Pay โนX and get an NSDC certificate without classes." | Genuine certification requires training (or RPL) and an assessment. A certificate without assessment has no value and may be fake. |
| "This is a free government course" โ followed by a fee demand | Scheme batches are meant to cover training costs for eligible candidates. Ask for the scheme rule in writing. |
| "Government job guaranteed after this certificate." | No skill certificate guarantees a government job. |
| "We will keep your Aadhaar card and passbook." | You may need to show documents and do eKYC, but never hand over originals to be kept. |
| "You don't need to check the portal, we'll handle everything." | Your record is in your own profile. You should be able to see it. |
How NSDC-linked training can fit your career plan
An SSC-aligned course is most useful when the job role matches real local demand. Before choosing a course, do this short research exercise:
- Search job portals and the National Career Service for the job title in your city. Note how many openings mention the skill.
- Read five job descriptions and list the tasks employers actually ask for.
- Compare those tasks with the QP of the course you are considering.
- Ask the centre what employers or apprenticeship options they connect trainees with โ and ask for names you can check, not just percentages.
Pay varies widely by city, employer and experience, so check current job listings rather than trusting a figure on a poster. If you plan to register as a job seeker, our NCS registration guide walks through it.
Contacting NSDC and raising complaints
NSDC's website has dedicated Contact Us and Grievance pages. At the time of writing, its listed address is Kaushal Bhawan, New Moti Bagh, New Delhi, with the email enquiry@nsdcindia.org. Use the website for the current details. When you write, include:
- your full name, mobile number and (if you have one) SIDH candidate ID;
- the centre name, address and job role;
- dates of enrolment, training and assessment;
- what went wrong, with copies of receipts, messages or photos.
Keep your message factual and short. Complaints with dates and documents are far easier to act on than general complaints.
